What is a Cycling Master Plan (CMP)?

    The Cycling Master Plan (CMP) guides planning for cycling across the city. It is a long-term document that maps out a cycling network of existing and proposed cycling facilities designed to make it easy and safe for people to ride their bicycles around the city. The CMP also includes policies, programs, and plans to support the implementation and use of the cycling network by the residents and visitors to Mississauga.

    What’s included in the Cycling Master Plan?

    The Cycling Master Plan (CMP) is organized around the vision for cycling in Mississauga, the four goals that work together to realize the vision, and the specific recommendations and actions that will enable the city to achieve those goals. The CMP also includes a map of the proposed cycling network, an implementation plan, and a look at different funding scenarios.

    What is the scope of the Cycling Master Plan?

    The Cycling Master Plan (CMP) provides recommendations for policies, infrastructure, and programming that will help transform Mississauga into a bicycle-friendly city. The CMP addresses both bicycles and electric bicycles, as well as other forms of rolling like scooters and e-scooters. The CMP is a guide for where future infrastructure should be built, and which policies and programs should be enacted to achieve the CMP’s vision. It is not a detailed design plan for facilities, or an authorization for construction. The CMP is not a financial commitment to fund construction of the cycling network or implement identified programs. 

    Why is the City updating the Cycling Master Plan?

    The Cycling Master Plan (CMP) was first developed in 2010. It is updated regularly to make sure that it reflects the needs and values of community members and meets new and changing City guidelines such as the City’s Changing Lanes Complete Streets Guide and Vision Zero Action Plan. The CMP was last updated in 2018. Since then, the city has continued working towards building the cycling network. The city is currently conducting the second CMP update, which is scheduled for completion in 2025. 

    Why is the City supporting cycling?

    Making cycling more comfortable, convenient, and fun is in line with achieving many of the city’s Strategic Plan goals: 

     

    • Cycling helps decrease traffic congestion and helps people get to and from transit. 

    • Cycling provides mobility choices for those who may not drive or have access to a car. 

    • Cycling supports complete neighbourhoods, where cyclists travel shorter distances, shop locally and support local businesses. 

    • Bicycle-based businesses are an important part of our local economy and can offer creative and economical solutions to other businesses such as bicycle-based delivery. 

    • Increasing cycling can protect our environment and improve local air quality. 

     

    Supporting cycling is also aligned with various federal, provincial, regional, and local policies including the National Active Transportation Strategy, Ontario’s 2041 Regional Transportation Plan, Region of Peel’s Vision Zero Road Safety Strategic Plan, and the City of Mississauga’s Official Plan, Transportation Master Plan, Climate Change Action Plan, and Vision Zero Action Plan. 


    What are the steps involved in updating the Cycling Master Plan?

    The CMP Update is being completed in two phases: 

     

    Phase 1 

    1. Project Initiation and Cycling Network Review 

    • Confirm the existing and planned cycling network 

    • Review and update the Plan’s goals and plans 

    • Develop a strategy for engaging and consulting the public and stakeholders 

    1. Update the Planned Cycling Network 

    • Update the planned cycling network, based on best practices and input from technical experts 

    1. Prioritization of the Cycling Network 

    • Determine which cycling routes should be prioritized for implementation, including those most needed or with the greatest potential of being used frequently 

    1. Create Implementation Plans 

    • Create a short-term 5 Year Plan (2025-2030) and long-term plan (2031+) based on construction timelinesproject type, feasibility analysis, and prioritization scores 

    1. Action Plan and Engagement 

    • Meet with equity deserving and cycling interest groups to ensure their needs are reflected in the updated plan 

    • Update the plan’s goals and action items 

    1. Finalize CMP Update 

    • Summarize all that has been done thus far to present to the public (Public Information Centre) and gather input 

    • Incorporate public feedback 

    • Complete the Phase 1 report 

     

    Phase 2 

    1. Design of Priority Cycling Projects 

    • Begin design for identified priority cycling routes in the 5-Year Implementation Plan 

    1. Installation of Cycling Routes 

    • Begin building cycling routes 

    • Additional project specific technical and public consultation, as needed 

    How can I be involved and provide input?

    Public engagement is part of updating the Cycling Master Plan (CMP). The city has hosted a series of workshops and educational “pop-up” events to connect with community members. Staff are currently hosting a series of Public Information Centres (PICs) to share information about the project and collect input from the public. There is also an online survey to share feedback on the proposed cycling network.
