The City of Mississauga is working to protect and enhance the City’s stock of affordable, safe, livable rental housing.

City staff are currently assessing the need for an apartment building standards and maintenance program. A future program is likely to resemble the current City of Toronto's RentSafeTO program. Residents are encouraged to review the RentSafeTO program for more information regarding the tenant and ownership roles and responsibilities.

We want to hear from you whether you are tenant, landlord or building owner/operator.

We are working to ensure apartment buildings and properties are well-maintained, for a more livable community.

    Which type of buildings are included for the program?

    All private apartment building and non-profit social housing are included for the proposed program. Second units, condominium buildings, long-term care homes and retirement homes are currently out of scope.

    City staff will report to Council on the community engagement results of the feasibility study in fall 2021. Council will determine whether a program for Mississauga is needed. If approved, staff would then confirm a timeline for implementation.

    The estimated annual cost of the Apartment Building Standard and Maintenance Program is $450,000. This is based on a preliminary staff review as well as information from City of Toronto’s RentSafeTO program.

    What by-laws pertain to apartment building standards?

    The City has several property related by laws that include Property Standards, Adequate Temperature and Debris and Anti-Littering. Staff are reviewing all aspects of the regulations and will consult with stakeholders to assess the need for and viability of a city-wide program.

Pending the outcome at Council, business planning, program development and implementation activities will follow.

    The assessment will cover the review of existing legislation, by-laws, best practices, complaint resolution and enforcement procedures relating to apartment buildings. By reviewing the current by-laws and hearing from tenants, building owners, operators and other stakeholders, City staff will assess the need for a program that includes a proactive inspection process.
