Downtown Fairview, Cooksville and Hospital Policy Review
The City of Mississauga is working on updating the Official Plan policies and seeking your feedback on how to manage the anticipated growth in Downtown Fairview, Cooksville, and Hospital communities along the Hurontario Street corridor. With the Hurontario Light Rail Transit (LRT) line on the horizon, these communities are expected to grow and change.
The new Official Plan policies aim to achieve vibrant, walkable, transit-supportive communities that offer a variety of housing choices, parkland, and natural areas. They will also provide direction on building heights, use of land, street connections as well as the design of buildings, spaces, and streets for these three communities.
There have been several key City-initiated studies for the Downtown Fairview, Cooksville, and Hospital areas. You may have contributed your comments during the community engagement for these studies. The revised policies will build on the recommendations developed in these studies and consider housing and other community needs. The planning policy and legislative contexts for these studies have changed and the City is required to update the policy directions to reflect the current context.
The City is also developing a set of built form standards that will complement Official Plan policies and provide more detailed direction on how to implement the vision for Downtown Fairview, Cooksville and Hospital. They express the City’s expectations for good design, and the importance of a high quality built form and public realm in creating vibrant, walkable communities.

August 10, 2022 | Notice of Passing - Official Plan Amendments
A decision by City Council was made on August 10, 2022 to approve Official Plan Amendment Number 145 as adopted by By-law 0193-2022 and to submit Official Plan Amendment Number 146 to the Regional Municipality of Peel for approval (By-law 0194-2022), which contain amendments to the Mississauga Official Plan pertaining to the Downtown Fairview, Cooksville and Hospital Character Areas.

Introducing 15-Minute City Forum Panelists and Moderator
Alex Bozikovic, Architecture Critic and Journalist at the Globe and Mail (Panelist)
In his columns, Alex mixes reporting and critical analysis to reveal what is happening in the built environment and to advocate for buildings and better cities. Alex’s work spans a diverse range of urban topics including affordable housing, post-pandemic future, urban design and how architecture shapes our daily lives.
Alex’s work consistently situates architectural projects in a social context to give an understanding of why design matters and advocates for good architecture. He is the co-author of Toronto Architecture: A City Guide (2017). Alex has won a National Magazine Award and has also written for design publications such as Azure, Blueprint, Dwell, Spacing and Wallpaper.
Notably, Alex was a guest speaker on the Big Story podcast, which focused on how we can build 15-minute cities where we live and how to make changes for the future.
Neluka Leanage, Founder of an award-winning startup called SafeGround and Principal at groundSHIFT consulting. (Panelist)
Neluka is devoted to fostering vibrant, safe and inclusive places for pedestrians, cyclists and drivers. She brings together her expertise and passion to challenge current thinking with data-driven, equity and user-experience lenses to inform plans, strategies and frameworks.
She has led many active transportation and trails plans, walkability and safety audits, as well as, served on the Steering Committee for The Centre for Active Transportation for 4 years.
Neluka is a PhD candidate at the School of Planning at University of Waterloo with a focus on active transit, public spaces, liveability and transformational solutions to urban challenges. She has led research and published on the topics of future-proofing cities with pedestrian-oriented development, smart growth, uneven residential intensification and overcoming obstacles to sustainable urban development. She has led key research on downtowns and building active communities in indigenous and other urban settings. Notably, Neluka co-authored a discussion paper looking at how the 15-minute walking city can save intensification hubs in and beyond COVID-19.

Cherise a strategic thinker that leverages her experience and leadership skills to bring together research, policy analysis and leaders from diverse backgrounds to tackle today’s critical urban challenges and advance sustainable solutions. Previously, Cherise Burda was the Ontario Director of the Pembina Institute, where she led the transportation, climate and clean energy policy in Ontario. She also held positions as senior researcher at University of Victoria’s Eco-Research Chair of Environmental Law and Policy and as program director with the David Suzuki Foundation. She holds a Masters in Environmental Policy from University of Victoria as well as a Bachelor of Science in Environmental Science and a Bachelor of Education, both from University of Toronto.
Her expertise in engagement and communication is an asset to advance sustainable solutions for a better future.

- Cycling can make parts of the neighbourhood even closer, and encourages visitors from beyond the 15-minute walking boundary. Will language will be included in the policies about cycling connections?
- Will the City be looking at a bike share type program like Toronto's?
- There are a few rezoning applications along the corridor that are proposing significant heights which are currently under review. What type of community benefits are being proposed in Wards 4 and 7?

- How is "daily needs" defined for the 15-minute city? The concept of the 15-minute city should be discussed with area residents.
- Heart Comonos is a neighbourhood engagement start up in Cooksville. Is there any research that alerts us to unintended negative consequences in the transition toward the 15 minute city?
- Do we know where residents live/work/learn/play? Seems essential to tie to these maps. If they aren't moving locally we need to understand how much and why?
