Downtown Strategy

The City of Mississauga is creating a downtown for today and tomorrow.

The Strategy will build on the Downtown21 Master Plan (2010) - a plan that first outlined a vision to transform the Downtown from "suburban to urban" and laid the foundation for the current downtown core. For more information on the Downtown21 Master Plan, please visit mississauga.ca/downtown.

Thank you for participating in our public engagement for the Downtown Movement Plan (DMP)! We are currently working on summarizing the feedback we received and will post it on the project website when it is ready.

The DMP is a study that will help us identify the transportation infrastructure and policies required to ensure we build a well-planned Downtown Mississauga. During the first phase of the DMP study, the City consulted with residents about transportation concerns in Downtown Mississauga in 2020. Using that feedback, we developed options for a long-term transportation network that supports and encourages more modes of travel like transit, cycling or walking.

  • Downtown Movement Plan | Phase Two Engagement Summary Now Available!

    From 31 May to June 21, 2022, the City hosted an on-demand virtual engagement as well as a live virtual information session (June 9) for the second phase of the Downtown Movement Plan. The goal of this process was to collect feedback on the Draft Preferred Networks to create a cohesive transportation system to meet the needs of those who live, work and play in the Downtown Core.

  • Update to the Downtown Strategy

    The Downtown Strategy is informed by numerous city-initiated projects that influence development in the Downtown Core. One of those projects is the Downtown Movement Plan, which will assess the proposed downtown road, transit, and pedestrian network. The Downtown Movement Plan guides what the transportation network will look like in the next several decades, and when key transportation projects will take place.

    The Downtown Strategy has been on hold since Spring 2021. City staff have worked with internal departments and external stakeholders to re-framing the strategy and action plan document. We are now at a point to re-start the study, with new opportunities to participate in community engagement sessions this summer. Please check back on the project site for more details on the Downtown Strategy's work plan for the rest of 2022 and into early-2023.

  • Office Retention Policies

    One of the key priorities and direction for the Downtown is to encourage a better balance between residential and employment growth.

    We examined growth throughout the whole of the Downtown Urban Growth Centre (which includes the Downtown Core, Downtown Fairview, Downtown Cooksville and Downtown Hospital) and we are seeing a significant imbalance in growth, in favour of residential development.

    There is currently no official plan policy framework in place to ensure a consistent approach to retaining office space. On May 10th, we received direction from Planning and Development Committee to proceed with a city-initiated Official Plan Amendment (OPA).

    Through this OPA, we are proposing policy that would require the replacement of any existing office space through redevelopment. We are also exploring ways that the OPA could support community retail uses.
